So far, I belive this to be a beveling tool that clamps in excess of a twist drill-little bit so that as you get to your sought after depth, it chamfers out the final very little little bit for a bevel headed screw to be set in flush.
However the really tip of the bevel cutter must have been damaged, so the chamfer isn’t really clean appropriate up to the gap. Possibly that is why there is a beveling/chamfering little bit for the brace– that will work extremely well.
